Graphics
1. Keep it compact, like 10-12KB for one image. Yes, considering the source, the percent of broadband users is going up. But slow pages are still really disappointing, even if you have a T1. And huge images are a primary cause of long loading times. It's simple to optimize your graphics.
2. Be sure ot use images that match the content. Only because you have an adorable picture of your cat doesn't mean you can have it on your page about Database Development. The only exception I can make applies to "design" graphics. These are photos or icons that build up the design of the site, and are not meant to illustrate the content.
3. Do not use images that flash or flip or change or rotate or do anything on your site. Or insert them niggardly. Numerous studies demonstrate that flashing graphics are distracting and irritating to users. In fact, in one study group I've seen the browsers physically cover up flashing graphics so that they could read the rest of the page.

Layout
4. Stick with classic layouts. I've seen some sites that have 6 or 8 frames on one page. Another page used a layout where you had to scroll horizontally to see all the content of the page (but they never scrolled down). These layouts are innovative, and you will certainly think they are fun to build, but they will make your readers crazy. The reason that the 3-column layout is so common on Web sites and press is because it is easy to read. You might think it's boring, but you'll have more audience if you use something simple that they actually know.
5. Use your images as rightful parts in the layouts. Images can be something more than only graphics when you apply them as actual parts in your layouts. An easy example is the word wrap done around a graphic, but any image you have on your site is a layout element and has to be treated as one.
