Images
1. Think small, like 10-12KB per image. Yes, depending on the source, the percent of broadband users is growing. But slow pages are still very disappointing, even if you're on a T1. And huge graphics are a primary cause of slow pages. It's simple to optimize your graphics.
2. Be sure ot use graphics that fit the content. Just because you have a nice photo of your cat doesn't mean you should have it on your page about Web Design. The main exception I would make to this is for "design" graphics. These are photos or graphics that help make up the visual appearance of your page, and are not meant to illustrate the subject.
3. Do not insert graphics that blink or flip or change or rotate or are in any way inconstant on your site. Or insert them sparingly. Multiple studies demonstrate that animated images are disturbing and irritating to users. Actually, in one focus group I've seen the users physically cover up flashing graphics so that they would be able to read the other content on the page.

Layout
4. Use classic layouts. I've seen some sites that use 6 or 8 frames on a single page. the other page used a layout where you had to scroll horizontally to read everything on the page (but you never had to scroll down). These layouts may be innovative, and you will certainly find them fun to build, but they will drive your users nuts. The reason that the 3-column layout is so popular on Web pages and press is because it is easy to read. You sure think it's boring, but you'll keep more audience if you stick with something simple that they can understand.
5. Use your images as rightful parts in the layouts. Graphics can be something more than just images when you apply them as rightful elements in your layouts. An extreme example is the word wrap done around an image, but any graphic you have on your site is a layout element and should be treated as one.
