Graphics
1. Think small, like 10-12KB per image. Yes, depending on the source, the number of broadband users is growing. But slow sites are still really annoying, even if you have a T1. And giant graphics are a primary reason of slow pages. It's easy to optimize your graphics.
2. Be sure ot use graphics that match the context. Only because you took a nice picture of your dog doesn't mean you can have it on your page about Database Development. The main exception you can make to this is for "design" graphics. These are photos or graphics that help make up the design of your site, and are not intended to illustrate the content.
3. Never use images that flash or move or glitter or rotate or are in any way inconstant on your page. Or use them niggardly. Numerous studies show that flashing graphics are disturbing and annoying to people. In fact, in one focus group I've seen the browsers physically cover up animations so that they would be able to read the rest of the page.

Layout
4. Stick with standard layouts. I've been over some pages that have 6 or 8 frames on one page. the other page had a layout where you had to scroll to the right to read everything on the page (but they never scrolled vertically). These layouts may be innovative, and you will certainly find them interesting to make, but they will make your readers nuts. The reason that the 3-column layout is so popular on Web sites and press is because it works. You certainly consider it to be boring, but you'll keep more audience if you stick with something simple that they can understand.
5. Use your graphics as elements in the layouts. Graphics can be more than only images when you use them as actual elements in the layouts. An easy example is when you wrap text around a graphic, but any image you have on your site is a layout element and has to be treated as such.
